Ezio Simonelli, President of the Italian League Association (Serie A), has unveiled a proposal for structural reforms to the clearing house system, which governs player transfers between domestic clubs. This initiative, discussed with Sports Minister Andrea Abodi, aims to equalize the financial conditions between national and international signings, thereby curbing the growing trend of clubs acquiring players from abroad at the expense of local talent.

Through these amendments, the league seeks to address the financial burden imposed by current regulations. Clubs with negative balances in their domestic transfers are currently required to provide costly bank or insurance guarantees. Simonelli stated, "Today, it has become more cost-effective to buy a player from a foreign club, and I aspire at least to make the conditions equal between national and international transfers," considering the current system to be the primary reason clubs favor the foreign market over domestic deals.

Simonelli added that if financial guarantees cannot be entirely abolished, he proposes the creation of a guarantee consortium to reduce the costs associated with these instruments, rather than relying solely on bank guarantees. The proposal also includes adopting tax incentives for clubs that contribute to developing players for the Italian national team, especially after data showed an increase in the percentage of foreign players in Serie A from 55.2% in the 2017-2018 season to an projected 69.1% in the 2025-2026 season.

These moves come amid a clear disparity between domestic and international transfer activity, with the current season recording 108 deals with foreign clubs compared to only 68 internal transactions. This coincides with FIFA data indicating that Italian clubs have spent $5.2 billion on international transfers since 2020. The current clearing house system was adopted before the implementation of Financial Fair Play rules by UEFA and the Italian Football Federation, making it in need of an update to align with the new economic landscape of Italian football.
